On May 8, the Ministry of Industry and Information Technology issued the Lithium Battery Industry Standard conditions (2024) (draft for soliciting opinions) and the measures for the Administration of regulations for Lithium Battery Industry (2024) (draft for soliciting opinions).

The draft for soliciting opinions proposes to guide enterprises to reduce manufacturing projects that simply expand production capacity, strengthen technological innovation, improve product quality, and reduce production costs.

Encourage more investment in R & D and strengthen technological innovation

The draft requires that lithium battery enterprises should have independent production, sales and service capabilities for products related to the lithium battery industry, and that the annual expenditure on R & D and process improvement should not be less than 3% of the main business income. Enterprises are encouraged to obtain the qualifications of independent R & D institutions, engineering laboratories, technology centers or high-tech enterprises at or above the provincial level, and enterprises are encouraged to establish green factories. Enterprises are encouraged to build or participate in the joint construction of pilot platforms; the main products have patents for technological inventions; and the actual output in the previous year is not less than 50% of the actual production capacity in the same year.

The draft also requires that the energy density of single battery using ternary material (lithium nickel cobalt manganate) is ≥ 230Wh/kg, the energy density of battery pack ≥ 165Whhand kg, the energy density of single battery using other materials such as lithium iron phosphate ≥ 165Wh/kg, the energy density of battery pack ≥ 120Wh/kg. The power density of single cell is ≥ 1500W/kg, and the power density of battery pack is ≥ 1200W/kg. The single battery cycle life ≥ 1500 times and the capacity retention rate ≥ 80%, the battery pack cycle life ≥ 1000 times and the capacity retention rate ≥ 80%. The above indicators are fully up-regulated compared with the previous version.

The draft for soliciting opinions requires that the safety of lithium battery products should meet the requirements of relevant mandatory standards and be tested and qualified by testing institutions with corresponding qualifications. Compared with the previous version, there is a significant increase in the number of mandatory standards mentioned in the draft, and enterprises are encouraged to formulate and implement product technical standards or norms that are higher than national or industry standards.

Solid state batteries may develop in an all-round way after 2025.

According to the data of forward-looking Industrial Research Institute, the capacity of power lithium battery in China has expanded rapidly in recent years. As of June 2023, China's power lithium battery production capacity has reached 1860GWh/ years. According to the domestic power battery production expansion project, China Automotive Power Battery Industry Innovation Alliance predicts that China's power lithium battery capacity is likely to exceed 3000GWh/ by 2025.

Analysts of the forward-looking Industrial Research Institute believe that at present, most of the technical indicators of domestic power lithium batteries have reached the international advanced level, and their service response to customers is better than that of overseas enterprises. under the dual influence of product technology improvement and rapid service response, the domestic power lithium battery market demand continues to grow.

The analyst believes that from the perspective of the development trend of the power lithium battery industry, the acceleration of the elimination of tail enterprises and the forward integration of mid-stream enterprises are the main trends in the future. In terms of technology research and development, the power battery with high energy density is the research and development hotspot of the enterprise in the future.

Yang Runsi, an analyst at Guosheng Securities, said that at present, the planning of battery energy density in various countries is gradually increasing. As the energy density of liquid lithium battery system is difficult to exceed 300Wh/kg, countries plan to focus on solid-state battery development goal to improve the energy density of battery and reduce its cost. The draft also adds new requirements for solid-state batteries, which are expected to be fully developed after 2025.
